Generally, where state Sales tax is not applicable, the buyer is responsible for paying Use Tax to their resident state at the same rate they would be charged if state sales tax was applied.  Put simply:  When a tax on goods or services is paid to a governing body directly by a consumer, it is usually called a Use tax. 

The world is evolving and the laws for e-Commerce are catching up with it.  Effective 21 June 2018, the US Supreme Court ruled that states can mandate tax eligibility to out-of-state and international businesses without a physical presence in their state if they exceed certain thresholds.  If you find that this may apply to you, please contact our office for assistance.

If there is a tax treaty with your country and the United States, this is related to Income Taxes and not Sales Taxes.  A sales tax is a tax paid for the sales of certain goods and services.  Sales Taxes is not a tax at the cost to the seller, it is a cost to the collector.  The seller merely acts as an agent by collecting the taxes from the consumer at the point of purchase and remitting it to the State.  Sales taxes rules and rates vary by state, and also by county or city within that state.
